The history of the Constitution of India shows that the concept of conducting competitive examination for appointment to certain posts came into consideration in the year 1853 and to give shape to it a committee was constituted in the year 1854 under the chairmanship of Lord Macaulay. Subsequently, the Federal Public Service Commission and the Public Public Service Commissions were created under the Government of India, 1935.
Bihar Civil Service Commission was established on 1st April 1949, pursuant to subsection (1) of Section 261 of the Government of India 1935, after its separation from the Commission for the States of Orissa and Madhya Pradesh. Its constitutional status was declared on January 26, 1950 with the promulgation of the Constitution of India. It is a constitutional body under Article 315 of the Constitution of India.
Bihar Public Service Commission, initially started its functioning for the state of Bihar with its headquarters at Ranchi , now Ranchi is capital of Jharkhand. The State Government decided to shift the headquarters of the Commission from Ranchi to Patna, is capital of Bihar, and it was finally shifted to Patna on 1 March 1951.
